How to be an IT supplier on Chile's Mercado Público

Short guide on what you need to sell IT services to the Chilean government via Mercado Público, and common mistakes when starting.

Selling to the Chilean state has a reputation for being complicated, but the truth is the path is fairly standardized. If your company does IT services — development, integration, licensing, support — Mercado Público opens access to a huge customer with stable budget.

Basic requirements

You need: registration in ChileProveedores (free), an active tax activity in the SII, up-to-date tax filings, and specific certifications by sector. For IT services in general, the base registration is enough to start quoting.

Framework agreements and tenders

Two main paths: (1) Framework agreements — electronic catalogs where your product/service is available and agencies buy directly (fast but competitive on price). (2) Public tenders — specific bidding rules for a one-off project, where you compete for award. The second is more process work but allows technical offers with margin.

Common mistakes when starting

Three we see often: (a) quoting prices without thinking about real cost of complying with the state (performance bonds, 30-60 day payment terms). (b) submitting technical proposals too dense or too thin — the rules say exactly what they want, read carefully. (c) not using the consultation system during the bidding period to clarify ambiguities before quoting.

Why it matters for an IT firm

The Chilean state spends hundreds of billions of pesos a year on IT services. For a small firm, a single contract can be the difference between growing and stalling. The initial learning is worth it.
